Who in Sam Hill would believe that the gov would reimbures money you spent on their sting/investigation?

First, someone who could afford it. Second, someone who really wanted to do the right thing.

The better question, assuming his claim is true, is why did the FBI not bring the whole scheme to justice, since they had proof of $700K in bribes? Then they could have seized some accounts, and possibly recovered at least some of it. Instead, it looks like they (probably someone at the top) tried to cover it all up, and put a gag order on this guy.
