I am actually surprised “feminist groups” are arguing for 15.
They are intelligent enough to realize that "over 15" is currently a lost cause. "11" might be a lost cause in the increasingly Islamized areas:

France might become the new destination for sex tourism.
But in France, as long as violence, coercion, threat or surprise is not proven, sexual intercourse with a minor even one under 15 is considered an atteinte sexuelle, which is an infraction and not a crime. The trial takes place in a tribunal correctionnel, which handles infractions, and not at a cour dassises, which is for the most serious crimes like murder or rape.
