If reducing gun crime is your goal or objective then I assert that the ACLU and The NRA have the solution.

The ACLU exist to protect Americans’ First Amendment Rights.

The NRA exist to protect Americans’ Second Amendment Right.

The NRA can show cities how to use existing laws to reduce gun crime without violating the Second Amendment Right.
The ACLU can show cities how to use existing laws to reduce gun crime without violating First Amendment Rights.
