While there’s no such thing as “asking for it”, there is such a thing as a dramaticly higher probability, based on some guys’ reflexes, which may be criminal.
Consider the concept of Pandering, making criminal use of someone’s weakness. The user is always guilty.
I propose ridding the race of those who can’t control those reflexes; forcefully.
