Shameless as in your dirty laundry comes out and you don’t cower in disgrace and put your tail between your legs. i.e. you have “guts” or cajoles.

Not that it is relevant, but whether trumps were made in private, were a joke or whatever, most R politicians would have been out of the running when that came forward. That is why it came out. But his “shamelessness” kept him in the race.
