Imagine a natural response to limit reproductive/socio-biological fitness in the context of social stress.
Social stress manufactured when a culture doesn’t RTFM (Read The Field Manual) for healthy living... and worships its technocratic work-product instead of the Creator of the universe - abominating His Natural Law in the process.

That's just the sort of thing a simulated life form would say.
Some people seem offended by the concept, thinking it subverts the idea of God. What was the original simulation idea, a projection based on a black hole? That's just the sort of elegant solution God would use.
As someone mentioned, the enormous spaces between atoms mean we are mostly nothing anyway; prop house balloons inflated by energy.
To expand, if life isn't rare, but common, then this would suggest billions of potential civilizations spread throughout the universe(s). Depending on the progression curve (sum total of knowledge & understanding doubles every two years - referenced by Moore to describe a narrow engineering sector), we would expect a wide distribution between different population technological characteristics.
Since it would be highly unlikely - although not impossible - that humans would achieve a level of interstellar travel first, then we can then logically assume that some other race has already achieved that ability. So then, the question becomes: would they guide/interfere or simply observe?
If the predisposition to evaluate something new as either 'friend or foe' is universal across all life forms, then observation & evaluation would be a natural course of action. At some point, as humans first discover, and then refine the ability to transmit cognitive brain functions as simple light waves (ie virtual computer), then we'd be recognized as a race reaching the stage of joining other interstellar travelers.
At that point, perhaps there would be some kind of intervention, almost like a parent sitting down a child to explain the rules. Because of course there are going to be Loki types running around, interfering and upsetting regional populations with exposure, resulting in such beliefs as spaghetti and other god-like figures.
But this is where the social engineers get it wrong - they miscalculated when intelligence is introduced into the equation. If intelligence is present, then given the fundamental doubling power of knowledge (standard exponential function), science will always outpace culture.
It doesn't matter if they were to achieve power via the social stresses you reference from Romans (as an aside, the Romans did have human organization & control systems already figured out, hence the name of the chapters). The dual path of genetic (re)engineering and light/energy pulse systems (aka 'computers') would still naturally converge, rendering all their efforts useless.
If you see what is occurring, and are engaged at some level, then you begin to understand the futility of the ants racing around the ant farm.

Couple of years ago I noticed some ants raiding one of my bee hives.
Here's one of the marauders caught in the act of dragging off one of the larvae from the hive (which didn't survive):
So I scooped up a couple of the ants and put them in a petrify-dish for my daughter to study under her microscope.
I injured one of the ants in the process.
What I subsequently observed surprised me: the uninjured ant kept tending the injured one, caressing its antennas, moving here and there apparently trying to coax the dying sister into movement. This went on for hours. Ended up feeling so guilty I couldn't watch any more and took them back outside to release for nature to take its course.
Ant Empathy.
Ant Anthropomorphism? Maybe - but it made me think humans could learn a thing or two from studying the interaction of social insects.
Human culture has become desensitized - and THAT was engineered just as surely as its demoralization.

What does this mean.
It's obviously a genetic pre-disposition, which then raises an interesting point. OK, so here's the 64k question: when the "belief gene" is finally found/isolated, will the scientists who make the discovery:
(a) apply genetic correction to themselves in order to convert to belief, thereby joining the 'blue-pill' masses; or
(b) will governments enact policies aimed at mass vaccination, thereby causing a broad cross section of join the 'red-pill' club?
Frankly, I think 'a' might be a viable choice. You never know, especially when the endorphin and other associated positive faith driven feedback mechanisms are incorporated. Besides, I don't think a large population of people could be managed if they could only rely upon logic. They might adopt hedonism and simply ride out their time.
Religion & belief are evolutionary constructs; they are critical to the function and stability of all societies since the dawn of pre-history. I'm not sure we could even really exist without a foundation of belief & faith.

I have used almost every operating system and that was the only one that awoke in me the desire to hunt down the coder and force them to use that system... forever.
Civilizations with the capacity to travel interstellar distances should be detectable to us, even hundreds of light years away. They are not. This is a paradox because the odds say we should.

One of the reasons some theorists believe that we are more likely to be in a simulation is because we are not detecting other civilizations.
That is, all eco-systems by definition exist in a state of scarcity. This is what forces competition & adaption, and allows generational mutations to determine ('guide') successful traits & characteristics. However, just like drugs & alcohol short-circuit endorphin reward feedback mechanisms, the discovery of the New world upset millenia old social control systems.
With the explosion of abundance, (Western) man, for the first time in history, could truly be independent. Even more incredible, he was equipped with important technology (the gun) that allowed him to not only operate freely against potential opposition, but to also acquire more than sufficient foodstuffs to support large(r) families.
However, just as drug addicts engage in fanciful thinking and engage in visions of grandeur, the realization of this moment as perceived by Jefferson was one of belief that it represented a new, true potential state of man.
When Darwin used the term 'fit', he didn't mean to imply subjective terms like stronger, better, smarter, faster, etc. Rather, all he meant was the best set of attributes given the current state of the environment. In this regard, while Western man was certainly the most fit during an era of surplus, perhaps he doesn't represent the best set of characteristics in times of scarcity.
This is what I think the elites realize, and is the driving reason behind the population substitution programs taking place in N America & Europe. With genetic programming and advanced tracking and surveillance, a scientific security state can be crafted to organize and delegate roles.
Religion in this kind of environment would be heavily promoted for the masses as a powerful control mechanism. With a nod to history, it wouldn't really be any different than how the Roman elite seamlessly transitioned to the church as secular taxation and regional security programs disintegrated. With tithing and the threat of excommunication, the roll-up wealth effect could be more easily maintained with a minimum of overhead and effort.
I have to hand it to those who invent and breath into life religious forms, whether it's a violent manifesto like Mohammed, a sex pervert like Joseph Smith, or just a guy looking to make a little cash like L Ron Hubbard. The fist time I saw St Pauls, I was struck by the sheer genius of those who nurtured into being such a magnificent, all encompassing control system.
If only there was a time machine where I could share a beer with the originators, and exclaim and praise them as "you magnificent bastards!".

Now, this also poses another interesting question: can a life form still locked into a more primitive state of organic intelligence detect others which have transitioned to an inorganic state?
This is a really loaded question if you consider the wider ramifications. For instance, perhaps there are billions (trillions?) of emergent lifeforms scattered throughout the universe, but only a small percentage reach any level of self-awareness/intelligence. Once on this path, however, perhaps it is inevitable due to the exponential nature of awareness (ie the doubling of knowledge every two years) that they all eventually reach a point of maturity where the transition occurs.
So, unless we are/were first (highly unlikely), then it's perhaps reasonable to conclude and/or logical to assume there are many other beings already present. And if that's the case, then we would merely be in an observational state, awaiting our long expected admission to the ranks.

How do they know a machine possibly millions of years more advanced would be limited by physical matter (atoms)?
Just like if you asked an engineer in 1900 if you can reach London in 3 hours, he would assume you must travel on the water and laugh at you. He could not fathom a flying machine that could take you to London during dinner.
People in 1900 could not imagine manmade objects could achieve orbit like the moon and stars. Or that someone could walk on the moon.
Space flight was achieved ~60 years ago and true powered machines of any kind only came to be ~250 years ago (steam powered pumps). Now imagine a race that had 1 million years to tinker with machines! We simply can’t...
You hit one of the reasons the announcement is logical bunk. They are making assumptions on the likelihood of external manipulations of the universe based on internal rules of the universe. It’s like me saying hammers longer than 16 inches can’t exist, because otherwise they would not fit in my toolbox.
