Why did it take over 50 minutes to get to him.
Initial responses are going to be going to the scene of the injured.
Some of that response will then start to build a picture of what the victims already know. The shooter is a long way off, high up in a building.
Those officers then try to confirm without spreading false intel by getting to a safe area and visually confirming. Sound in open areas is hard to pinpoint.
Now that they know the shooter is in the Mandalay Bay, they have to pinpoint the floor, and then find a volunteer or two to go after them, or wait on SWAT (most likely). They'd clear the rooms nearby in case the perps room is rigged with explosives, then they breech.
50 minutes isn't a long time given the area this was taking place in to me.

Why did it take over 50 minutes to get to him.Evacuate people from adjoining rooms and make sure areas are clear to avoid additional injuries. Bullets do pass through walls.
