FULL TITLE: Kansas suspends abortion doctor for failing to take a sample of a 13-year-old's fetus after she 'had sex with her 19-year-old boyfriend'

Kansas suspended a former Planned Parenthood doctor's state medical license for failing to preserve a fetal tissue sample from a 13-year-old girl's abortion so that it could be sent to authorities after she allegedly had sex with a 19-year-old.

The State Board of Healing Arts concluded that Dr Allen S. Palmer violated Kansas law during the December 2014 abortion at a Planned Parenthood clinic in the Kansas City suburb of Overland Park.

Kansas requires fetal tissue to be preserved when an abortion patient is younger than 14, for submission to the Kansas Bureau of Investigation or an approved lab.

A document in the case said the girl said she had sex with a 19-year-old boyfriend; sex with anyone younger than 14 is considered rape under Kansas law.

He either did not look at his patient while she was on the table as most abortionist do or he's out right lying. What does me mean he can't tell she's 13?

Of coarse he didn’t look at her face - that might have been a clue to her age. All she was to him was a crotch with a dollar sign attached.

With current technology all pregnancies or births in the U.S. should have the biological father registered and listed on the child's birth certificate as the father.

If the biological father is not known, a warrant for his arrest should be issued based on DNA evidence.

No more freebies for rapists and "deadbeat dads".

On what grounds would you have a man arrested - i.e., with what would you charge him?

The man might be completely unaware of the fact that he had become a father.

Charge him with rape. If the identity of the biological father is not known to either the mother or "the sperm bank," then it's a rape case. A woman who is getting impregnated by unknown men is non compos mentis.

The state makes you aware of it when you have to submit a DNA sample after an arrest for anything. Then you have years of back pay to make up for.

You would arrest a man simply because the mother claims to not know the identity of the father (perhaps because there were so many possible candidates in her "exciting" dating life)?

It's still unclear to me how a DNA test of the baby could identify the father unless his DNA is a matter of public record.

Really?! For anything?!

I had no idea that compulsory DNA testing was routinely performed in the U.S.A. for all crimes, regardless of the severity!

If the mother untruthfully claims to not know the identity of the biological father she will be charged with filing a false report.

Anyhow, this is a very simple situation for a man to avoid:
Just don’t participate in procreative behaviors with anyone other than his wife.

Really.

For anything.

Over half the states have compulsory DNA submission upon arrest. The only reason everyone isnt doing it is they just havent worked it into their budget/system yet. Cheek swab right along with your mug shot. Into NDIS you go to be compared with all the other scum.

Its been the modern fingerprint since the Supreme Court said so in 2013.

The procreative drive is one of the most powerful forces in the universe. It isn't that "simple" to short-circuit / circumvent - especially when, as a handsome, successful young man, you constantly have attractive 20-somethings "hitting" on you.
