Cops always get the benefit of the doubt because they are — as first responders — at the front lines. When everyone is fleeing a scene, cops are approaching the scene. It is their job to enforce law and maintain peace. Peace can only happen when the belligerent party is neutralized — whether through non-violent means like handcuffs, or — if necessary — more lethal methods.
CCL holders are not first responders. They must retreat, unless the law allows them to stand their ground. If they are spooked and they kill someone, the justice system is there to figure out who is responsible. The due process will determine whether or not they are guilty. I don’t deal with abstract hypotheticals. Each case is unique.
