I wish we could have summary executions for this. No, I'm not kidding.
I'd have a hard time arguing against that. At minimum, these "people" should be barred from ever owning another pet for the rest of their lives and if found with one they go to prison.
Cats and dogs are so trusting, and to betray that trust this way...inexcusable.
