From what I can gather it’s a misleading term. What is being postulated online is that the standard internal pressure of the suit was doubled while in vacuum to test against bursting.

Sounds correct. Probably a 29.4 psi pressure differential, rather than normal sea level of 14.7 psi.

The stripes look cross-hatched to me — That’s probably a photo artifact. I’m quite sure that they’re actually horizontal.

Probably twice standard atmospheric pressure or 29.7 psi inside against a vacuum outside, or three times standard atmospheric pressure or 44.1 psi inside to standard atmospheric pressure outside. Consider that the pressure in most automobile tires is about 32 psi.
