From what I understand, Charlottesville initially approved the permit for Jason Kessler's Unite the Right protest against the removal of Confederate monuments. He had planned to hold it in Emancipation Park. On August 7th, the City tried to revoke his permit. The city claimed that this was a result of the high number of expected attendees, and not because of public pressure to stop the rally from taking place. They wanted him to move the protest a mile out of the city as they said they wouldn't be able to adequately guarantee protection if the rally was held in Emancipation Park. The ACLU filed a lawsuit against the City for moving the site of Kessler's rally. What I don't know is where the rally was actually held. Was it a mile out of town, or at Emancipation Park? The bottom line is that whether it was held in or outside the city, the violence of the Soros-funded groups was already in the bag.

I'm also in the dark when it comes to whether Robert Spencer and his group had a permit to rally. And wouldn't any counter-protestor groups need a permit to congregate?

I think the City and McAuliffe figured that if they were able to move the rally a mile outside the city, that more counter-protestors would be allowed to attend, along with the guarantee of violence occurring. And, with the rally that far out of town, it would be easier to keep the police on stand-down mode. You can't deal with what you can't or don't want to see. McAuliffe knew this was all going to kick off. He activated the National Guard prior to the rally taking place. He had State Troopers on the scene, two of which died in that helicopter crash, and in my opinion McAuliffe has their blood on his hands.

Your post is quite in line with my thoughts on the matter. I had it in my mind collusion of Soros, and McAuliffe. It’s obvious collusion is involved. It was a setup, very obvious.
