I’m assuming that the “inoperable” elevator was operable enough for the doors to close, trapping the man inside. Were there no signs or barricades? Was the man suffering some kind of cognitive impairment such as Alzheimer’s?

I wondered about that. If the site wasn’t being used (hence not finding the body for weeks), how did he get there? Why was he there? Still sad, nonetheless.
