Yes, McConnell and Ryan cannot deliver with their Republican majorities and should resign or be replaced. Trump should use his bully pulpit as president and leader of the party to demand they go.
There is an old rule in politics - “You cannot beat somebody with nobody”.
Are there ANY prospects of a Freedom Caucus member stepping up to challenge Paul Ryan in the House, or any of the more conservative Republican Senators stepping up to challenge McConnell?
And once they succeed in their challenges, have they got the personal charisma and authoritative manner sufficiently imposing to move and unify otherwise orthopedically challenged (those lacking backbone) members of their respective chambers?
Democrats never seem to have a problem enforcing party discipline.
