Admiralty law, not maritime law. It belongs to the nation it sailed under in perpetuity, at least in theory. Notice by the way, they aren’t spending any time searching for some long lost monarch’s checkbook or bonds issued by a bankrupt entity, these treasures have an intrinsic value in of themselves, independent from governments or legal tender laws.

Today I helped a man pull a boat out of the lake.

I was riding my bicycle and he came running and waving his arms. I thought he said boats so I asked how many boats he got. Turned out to be one boat which he already had on wheels in the water.

I think there would have to be a clear line of succession of regimes.

If the Byzantine Empire (or its successor) still existed, then (under maritime law) a Roman warship would belong to it.

Not sure about that: treasure from a Spanish wreck off Florida was recently awarded to Spain after years of court wrangling.

Warships are different from merchant vessels: they are considered sovereign property with a claim that never expires.

Plus I went swimming in the lake, twice.
And pulled a boat out of the lake (while the guy worked the steering).
And went down and up these stairs for the tunnel under the canal. You put your bicycle wheels in the groove at the right side:
