Not anymore. The law is very different than it was in the 90s. Ken Starr pissed of the democrats and they got the law changed. Now the AG can fire him, set his budget, give him the parameters of his investigation, and he cannot file criminal charges. He can only produce a report and give THAT to the AG.

We have NO AG in this case; he recused himself. We have asst Rosenstein who collaborated to get this Mueller appointed. So your info is correct if we really had an AG.
