I’ve suggested before that the VA or IRS open an administrative center on Wake or Midway island. Reassign the guys their. Give them housing and no duties. If they don’t want the assignment then they can quit.
Midway and Wake islands are too tropical. How about St. Lawrence Island or Attu?
