His approval ratings rising don’t matter to the Establishment. The Establishment wants his ratings to be low, so they can stop his policies, such as building a Wall, renegotiating NATO, travel ban etc. The Establishment joined in criticizing Trump on Russian interference and the Comey firing.
Who cares. Trump can stop them dead in their tracks by refusing to fund the government and going on vacation. It’s really the only thing that is going to work since they don’t want him to be successful. They want the country for fall under his watch.
