No he didn't. Giuliani was open-borders but his city still followed federal law regarding arresting and detaining illegals. It wasn't on the level that it is now under DeBlasio.

Also the sanctuary policy was moot as it pertained to the 9/11 hijackers, since they came from Florida (after their flight training) and hijacked the planes out of Logan Airport in Boston.

I didn’t say it pertained to the 9/11 hijackers or terrorism. He did have a sanctuary city. He sued the federal government to keep it.
