Hopefully California has had the foresight to have catch basins or lakes ready to catch the melting snowpack. Just
in case they have another need to water their crops.
California does have that sort of water catchment infrastructure, but it's decades old, and the state has failed to build enough capacity to keep pace with demand.
Apparently, subsidizing illegals, bullet trains to nowhere, goofball 'green' projects, and servicing bloated state pension funds, are higher priorities in that state.
