If this is true, where are the swarms of FBI agents investigating the violation of the victim’s civil rights?

The Feds did not allow KKK crimes to go un-charged just because the local sheriff was a KKK member. And, in fact, in at least one case where the locals refuse to charge the base crimes (assault, murder) the law does allow the Fed to do so.
