Trump should signal that any government shutdowns in the future will cause government workers to be put off work without pay and without recompense/back payment when the shut down is over. Unexpected “time off” with pay for non-essential personnel would immediately become a thing of the past.
Couple that with no one in congress goes anywhere until a balanced budget is passed and we've got a good start.

Start with the EPA. Last shutdown we learned that we learned some 90% plus of their employees were non-essential.
Live in the D.C. area. The people I know who work for Feds love shutdowns...extra paid vaca. And you and I have to pay for it.
