When there are more votes than signatures there has been ballot box stuffing.
When there is 100% ( or more) turnout there is ballot box stuffing.
When there are more votes cast than people living in the district there is ballot box stuffing.
The few people who responsible for doing this should be vigorously investigated, prosecuted, convicted, and sent to prison for a very LONG time.

I was going to suggest invalidating any district where the votes outnumbered the registrations, except the RATs would infiltrate reliably Republican districts' election boards and stuff the boxes.
