Authors Susan S. Fainstein and James DeFilippis wrote a book titled Readings in Planning Theory, which is all about centralized planning. In the book, the two authors spend a lot of time focusing on early planners Ebenezer Howard, Frank Lloyd Wright, and Le Corbusier, and here's their conclusion about the three men: (page 23)
"Many people dream of a better world; Howard, Wright, and Le Corbusier each went a step further and planned one."
This is what we're up against. If it was really "better", it wouldn't keep failing.
"The more the planning fails, the more the planners plan." - Ronald Reagan
It's all about proximity. They never give up on planning because the planner is the closest to utopia of any utopian.
Communism is a failed plan and always will be.
The power TO PLAN is POWER nonetheless and the MORE POWER someone is given the MORE POWER they CRAVE!
Somewhere on this site I saw a quote “Inside every anarchist is a central planner dying to get out.” It may have been attributed to Walter Williams. It does sound like something he would say.
Central planning = control. It is the entire basis of the “global warming” scare, which is a thinly veiled attempt to implement central planning and rationing through he back door of environmental regulation.
People who are subject to rationing are not free.
An old classic deals with this issue brilliantly:

Government is an agent of force. Government is essentially a military agent of force.
Government can be a good thing if you limit it to its beneficial function of protection from invasion, But unlimited government is the most dangerous and deadly agent known to man especially to it own citizens. Government “social programs” is an oxymoron.
Government “social programs” should read “social pogroms”. The Fabian Society, the genesis of modern-day fascism AKA “progressivism” was not at all averse, for example, in sharing their love for mass killing in the name of better productivity.
The more the plans fail, the more the planners plan.

Well put and right on.
Political Correctness fits right in because it was designed to control the narrative.
Communism, Progressivism and other ‘isms’ never stand up on their own merits so planning and political correctness and other things designed to distract are implemented.
Absolutely not true that planning always fails. You think that companies products fall out of the sky or by letting each employee do as they wish?
It require tremendous planning and execution to produce a smartphone, an airplane, a car, a chip, a skyscraper...
The problem is not planning, the issue is whether or not the ones that do the plans are responsible for results. Politicians and bureaucrats invariably get to keep their jobs and power regardless of whether their plan is a success or failure.
