I'm wondering what the roadside test could be ?
...but roadside drug tests were positive for the illegal substance.

The roadside test reports EVERYTHING is an illegal substance - wouldn't want anyone to go unarrested, now, would we?

It is basically some little baggies with reactants. There is a logic tree that you follow that takes you through different steps to get to a result. When the kit is used the bags should be preserved as evidence, along with the rest of the untested sample, according to an evidence collection procedure. The police have to maintain a chain of custody.
