While completely sympathetic to the viewpoint, a warning should be noted: the article is dated and, apparently, some of the referenced laws/regs have been significantly amended.

It appears that the changes are for those who wish to enter the country and apply for visas.
It doesn’t seem to have lessened the penalties for illegal entry.
