Most cars have an auto/manual switch somewhere which lets you toggle between turning the lights off by hand and letting the timer take over when you turn off the engine - maybe the owners manual can help.....
If its anything like my Jeep the delay only engages if you turn the headlights off AFTER you turn the ignition off.

Probably a good setup - at least you know the lights are off at one point - ours has a switch with manual on, manual off, and auto on and off with a separate switch to control the length of the delay - but with different people using the car it has happened that one person walks away from the car thinking it’s set at auto when someone else has left it set in manual - not good for the battery......
