SACRAMENTO (CBS SF/AP) — Shiloh Heavenly Quine, a 57-year-old convicted killer serving a life sentence in California, has become the first U.S. inmate to receive state-funded sex-reassignment surgery.

The prisoner’s attorneys told The Associated Press on Friday that California prison officials agreed in August 2015 to pay for Quine’s surgery.

Quine was convicted of first-degree murder, kidnapping and robbery for ransom and has no possibility of parole.

Quine told a prison psychologist who recommended her for the operation that it would bring a “drastic, internal completeness.”

In California, this is considered a very good reason for spending gobs of money on a convicted murderer.

How can the above sentence be construed as requiring sex change surgery? If the man really is a woman trapped, it isn’t the States fault, it is natures fault.
