CHARLESTON, W.Va. Dismantling the Clean Power Plan could get messy.
The plan meant to curtail carbon dioxide emissions and battle global warming, one of the Obama administrations signature achievements, already has been the subject of legal battles in federal court.
Now a group of state attorneys general, including West Virginias Patrick Morrisey, is promoting a multi-step process to eliminate the plan, starting with the suggestion that President-elect Donald Trump declare it unlawful on the first day he takes office.
Another group of attorneys general has issued a statement in response, saying theyll fight the plans elimination tooth and nail. ------

Trump's most important achievement must be establishing a permanent Republican majority in the electorate.
It’s an opportunity for Trump to suck up state attorneys’ time for a “useless” cause on their part. If nothing else, Trump can manipulate the EPA through reassignments so that enforcement is impossible. You can bet your ass under Trump the DOJ won’t help the EPA. Many agency attorneys are policy wonks and not trial attorneys. Trump has a number of strategies to use from the high ground of the presidency.
Or even more sinister, he should urge blue state AGs to implement the Clean Power Plan while red states do not! They will be bankrupt soon!

Trump has all the Constitutional and executive muscle he needs to crush the Clean Power act. Simply order the unconstitutional Energy Department to polish doorknobs until he says stop.
