Larry Elder responds to a caller twice in regards to the "United Nations Security Council Resolution 1441" and the Iraq War. Firstly, the caller thinks we have to get permission from the U.N. to begin with. This is false (see: http://tinyurl.com/zjw7v7l). Secondly, Bush did more than his predecessor or Obama did in regards to his activity in the Middle-East with both Congress and the United Nations.

WASHINGTON (AP) — The Obama administration is officially ending a post-9/11 era registration system for immigrant men from mostly Muslim countries.

The decision to scrap the National Security Entry-Exit Registration System comes amid growing international terror fears and President-elect Donald Trump’s suggestions that he could ban Muslim immigrants from the United States.

Trump said Wednesday, “You know my plans.”

The NSEERS program was widely derided by civil libertarians as an effort to profile people based on race and religion.

The administration hasn’t been using the program since 2011.

In the case of Iraq we had a clear path for invasion with UN Resolution 678 and Public Laws 102-1 and 102-25. Remember even the Peoples Republic of China (PRC) and Russia were willing to admit (Russia voted for and the PRC abstained) the invasion of Kuwait was beyond the pale.

Notice Resolution 678 did not order the coalition to simply expel Saddam’s forces from Kuwait, but used a more expansive term. The term ”restore international peace and security in the area” uses language the UN and our Congress already understood from the Korean War as authorizing the invasion of Iraq. After Inchon both our Congress and the UN affirmed military operations above the 38th parallel had been authorized.

A point to emphasize here is that the resolution language withstood objections by all five permanent members of the Security Council who had veto powers. Great Britain and often France could be relied upon to support United States initiatives, but Russia and the PRC could have demanded more restrictive language. Therefore, at the margin those two countries made the invasion of Iraq possible.

Resolution 687 incorporated 678 without amendment and gave Hussein a list of international obligations which he consistently violated. Actually 1441 was not necessary to launch the invasion.

To believe invasion was not authorized in the case of Iraq requires breathtaking, premeditated ignorance, because each phrase of these resolutions were laboriously parsed by diplomats and politicians whose lives are dedicated to words and precedents.

Next came Resolution 687 which did not end the war, but provided Saddam Hussein with a unilateral armistice under which he had an opportunity to renounce international terrorism and weapons of mass destruction (WMD’s) with their delivery systems. Everyone in the Security Council and Congress understood that a material breach of those requirements meant ending the ceasefire, and moving into Iraq to resume the war authorized by Resolution 678.
