I've been around cats for nearly all my life.
Cats take care of grooming their own fur. What's lacking in this article is what prevented this cat from doing the same.
I had to show this to my wife. She was just de-matting our cat today. My cat’s got nothing on that one.

That poor poor kitty. How could it even move to feed itself, get water, or relieve itself? This is gross negligence. I am so glad someone stepped in and got rid of all those mats. Mats are painful to cats, because they pull and pull on a cat’s thin sensitive skin. If the cat’s coat gets dirty, or if they are naturally oily-haired cat, it attracts dirt and the cat can form mats in the wink of an eye. My Maine Coon is very well groomed, but I still have to take her to a professional groomer twice a year because of her oily coat forming mats I can’t get out.
I’ve never had a cat that’s needed a haircut, ever. On the other hand, I have to vacuum the couches frequently.

That’s a calico cat, so it’s almost certainly a girl.
I have had cats who produced a great deal of hair and never had one that looked even close to that. Perhaps with a long haired cat but this is a short hair. Their hair does not grow that long.
The fur around the head and ears looks well cared for.
I am going to tentatively say that this is a hoax of some kind.
While I don’t personally care for cats, I would not even consider treating a cat this way.

I hate to be a spoil sport but how typical of the libs to be utterly devastated at the mere thought of a cat weighed down by excess fur - now babies slaughtered, chopped up and sold for their body parts, well that’s “a mother’s choice,” not to mention, Planned Parenthood’s (what a misnomer there) choice to add to their bottom line, but that poor cat - oh the humanity !

My eldest normally gentle and ladylike kitty went on strike 2 years ago and will not allow me to groom her...and I have the scars to prove I tried..She has her second lion cut and the groomer found out quickly she had to sedate her to give her the hair cut.
I cannot imagine a kitty being this matted! Poor thing.
My spoiled felines don’t know how good they have it. They got brushed with the “furminator” yesterday. I can’t imagine how that cat survived under all that matted fur. Poor thing.
