Francois Holland is not an expert on the American Constitution. A TREATY cannot be approved by the President. His signature is not binding. Only the approval of the Senate will allow any “Treaty” to be effective. Time the Idiot (who is not popular with the French people) learns to keep his mouth shut over things he cannot control. He will NOT be reelected next spring.
