Not necessarily. He would have just as easily been killed to tie up a loose end and eliminate a possible witness.

One rumor was that Amb Stevens was being set up for kidnapping by Barky. The kidnappers would demand the release of GITMO prisoners in exchange for Stevens and Barky would use this as an excuse to do so.
