My mom said I had a temper tantrum on the floor when I was a toddler. When she got down on the floor and copied me, she said I sat up, stared at her and never did it again.

I do get the point of a police officer trying to comfort the boy. Hopefully he won’t get the idea that it’s okay to just lie on the floor when things don’t go his way.

I'm glad you're hopeful. We don't know the full story, naturally. I wonder if there was (ever) a dad in the picture.

The cops are supposed to deal with law and order...crime. Comforting a whiny brat? I dunno. No crime, just whine and temper tantrum.
