It WOULD be if he used home AC electric current, but for $60.00 you can buy a Zareba Electric Fence charger - the kind that they use to keep livestock in a pen or enclosure.
I've touched them and they HURT, but will not damage or kill. It feels like a hammer strike and really wakes you up!
It could be especially fun if someone peed on the sign...
