There shall be eight Justices of the Supreme Court. They will be limited to 12 year terms and shall be elected by Congress, four by Democrats and four by Republicans. Justices will be subject to impeachment based on a 2/3 majority of Congress. Don't institutionalize the parties, especially the balance of power. Try this instead:
