They are not citizens.
The people who refused to prosecute them.
Personally, at this point I think it should be a treason prosecution.
Even AFTER they become citizens.
The people whose job it is to enforce the laws of this land, and chose to not do so even after being alerted to the crimes committed by non-citizens.
