The Standing Committee of Chinas rubberstamp parliament is meeting to discuss formally acceding to a far-reaching climate change agreement negotiated in Paris last year, amid signs that President Obama is preparing to take the same step but without Senate ratification possibly within days.
The White House maintains that the climate accord is an executive agreement, not a treaty, and therefore does not require the Senates advice and consent.
Obama travels to China this week for a G20 summit in Hangzhou, and climate change is high on the agenda both for the summit and for his bilateral meetings with Chinese President Xi Jinping.

A treaty is between nations. He can’t use his executive power to do this. He’s going WAY outside his authority. We need new laws to deal with immoral and treasonous behavior from our elected officials. We can’t take another Obama. He’s just about given our nation over to our enemies as it is.
Obama wishes he had a rubber-stamp legislature.

To a great degree, he has. Only have to see the actions of Boehner and successor Ryno on the House side and McConnell and so many others on the Senate side.
