In one of its last chances to tinker with the presidents signature health care law, the Obama administration Monday proposed a series of fixes and adjustments for 2018, when the White House will have a new occupant.
The changes are detailed in a highly technical draft regulation, nearly 300 pages long. Insurers and consumer advocates were trying to decipher its implications Monday evening.
The proposal would update the health insurance marketplaces premium stabilization system to reflect concerns that insurers have raised. It also proposes changes to a current five-year ban on companies returning to the health laws markets after they have left. Some big name carriers have dramatically scaled back for 2017.

CMS has announced that between now and Jan 20 they expect to issue many of these and totally change Healthcare as we know it. This is just the 6th in a long season of a bureaucracy gone wild.

Basically it will be the government take over of health care. Predicted from day one.

He should go down the list of changes that the GOP proposed that he rejected. But more likely he’ll try to avoid those fixes in order to prevent Republicans from saying we told you so.

I don't see how creating more regulations is going to solve the death spiral problem. Sounds to me like they are rearranging the deck chairs on the Titanic.
They think they are building a self-perpetuating bureaucracy. Only if Trump appoints people with thick skins to dismantle the bureaucracy will anything change.
Historically, the RINOS/insiders appointed to the bureaucracy by Republicans have not had thick skin, nor cajones. Eg Bennett...a good guy but too much a nice guy.
