I believe there are two different issues here. General Scaparrotti is talking about the 2% of GNP goal for NATO member defense spending. Trump has talked about NATO countries paying the U.S. for defending them. I think the question a lot of NATO countries would have is how much they will be expected to pay?

Trump has talked about Japan and S. Korea paying us to defend them. He talks about NATO pulling their fair share.
On "Meet the Press" two weeks ago he was also talking about NATO reimbursing the U.S.

Only a handful of the NATO members are paying the 2% they are supposed to pay, with U.S. taxpayers footing the rest of the bill. I was glad to hear when Trump first brought up the fact that we can no longer afford to pay for the world’s defense.

How about a treaty you signed saying you would do so? If you want to make abiding by the treaty conditional then it would be best to withdraw from the treaty altogether.
No fan of Russia, but Turkey is far more our enemy that Russia.
What worries me is a potential “Ribbentrop-Molotov” deal between Turkey and Russia.
