Probably a Katrina refugee.
Definitely NOT a Katrina refugee. They lived in Bellaire which is a good, upscale part of Houston close to the Loop. Attended a private school. Most everybody in that part of the City knew the family or knew of them. Sometimes, regardless of how the parents raise a child, they just get off on their own path. Kid is old enough to accept responsibility for his actions.
