The damage that Walker did was significant, but in the Toshiba-Kongsberg incident, no specifically United States goods or technology was involved - only the equipment of western partner nations that should've known better.

As for Bush (41, I presume), most of this stuff was in the rear-view mirror by 1989. The spies were caught and punished while Reagan was in office, but by the time investigators knew what damage had been done, it was too late to focus on certain industrial exports.
