All scientific funding should come from the private sector, not from the taxpayers who always pay through the barrel of the gubmint gun. If it is important, it will be funded by businesses. If it has no value, it will remain a theory or a hypothesis.
If you want to put an end to government funding of studies and research, simply pass a rule stating that all research and results from anything funded by the taxpayers (either directly or indirectly through funding of the institution) is in the public domain and must be published in its entirety.
All devices and systems developed from publicly funded projects are likewise forbidden from being privately patented or protected - any United States company may produce any number of reproductions of that software, device, finding, recording or work of art. Licensing of any derivative work for creations overseas shall be handled by the Treasury department.
