Not any prosecutor can bring charges. The law Clinton violated is a federal law so it has to be a US attorney. Furthermore, it has to be in a district which has jurisdiction. In this case, I think I read that the US Attorney for the District of Northern Virginia is the one who would have had jurisdiction to bring charges.
All of the 93 US Attorneys are political appointees who serve at the pleasure of Obama. Their staffs include career attorneys who are ostensibly ‘non-partisan’ (cough, cough), but the guy who would make a decision is going to do what Obama/Lynch tell them or they won’t be a US Attorney for very long.

Not in DC. Most federal District Attorneys are bought and paid for by Obama and/or the Clintons, or both. State Attorneys Generals wouldn’t have standing and some are totally corrupt including the 12 who are suing Exxon re their research data on environmental issues, Mark Herring, the VA AG who won’t enforce the law against Democrat crooks, the NY AG who is corrupt as the rest of that state’s leadership, etc.
