Trying to "clip" a C-SPAN video at the the 3:21:21 through 3:35:43 mark. Senator Grassley did a speech on the floor of the senate that I would like to target and post on FB and other social media.

How about a little context information.
If you do not know how to 'borrow' or can't 'borrow' then I recommend Monosnap which lets you record directly from the screen, either the whole monitor or portions of the monitor set by you. It will also record audio automatically. It is also freeware. I use it almost daily.

To make a clip, you have to slide the boxes that are just below the timeline. You can click on the little magnifying glass icon in those boxes to get a more precise clip on either end.

And thank you for publicizing the nifty video clipping capability that C-Span added. I harvest the newest Congressional Record text files from GPO as part of my daily routine, and often find excerpts on subjects totally unrelated to the surrounding content. The ability to highlight those with video clips is something I think can be put to great use.
