Nobody held guns to their heads and made them sign the forms. They were free to make critical comments if they wished. They also had a time frame to get their money back if they wished to do so, when they signed up for the course.
Did you read the eval forms? Many checked that they were satisfied but also included less-than-complimentary comments. I randomly sampled from three of the links. Suggest you do the same.
