In a word. The Government has no Constitutional Authority to decide who is or is not sane if they have committed no criminal act, nor do they have the authority to subject the citizenry to blanket testing, nor do they have the authority to require such testing of people under color of law if they have broken no laws.
To pass a law requiring that people who have committed no crime other than not subject themselves to testing for no other reason than there is a law is prima facie insanity.
