Is launching? No, bozo, you didn't build it and you didn't launch it. I was in charge of putting low income kids into summer jobs 30 years ago. The program was called JTPA/CETA and after that it was melded into the Manpower program. Many years before it was a part of CCC - Civilian Conservation Corps. So, no, he isn't launching anything.
