Md. agrees to pay $700,000 to mother of murder victim

Paige was serving a 20-year sentence when Prince George's County Circuit Judge Joseph S. Casula ordered his release so he could enter a drug treatment program in Denver. The convict's mother put him on a bus to Colorado. Four days after his arrival, he dropped out of the program.
Later that day, a Denver jury found last year, Paige broke into a house down the street from the treatment center and raped and stabbed Peyton Tuthill, a graduate student.
Colorado authorities were not notified that a convicted felon was being sent to their state, as required by the compact.

My wife was watching one of those shows on Investigation Discovery and what I began to hear about this story left me flabbergasted. Apparently Judges in Maryland are not accountable to anyone. What makes matters worse, they were sending criminals to other states on a Greyhound Bus to report all by themselves to halfway houses, in this case, Denver. No security, no safeguards, nothing.
So this guy who kills this girl, just four days after he arrived, was sent away that morning because he couldn't get along with the other "residents" with nothing more than another bus ticket back to Maryland.

What a tragic and horrible crime that happened to that Denver graduate student. How preventable.

I just watched that show earlier today. It’s crazy that a guy with a long rap sheet (including crimes like armed robbery) could be released from prison and shipped off to another state and placed in a residential neighborhood.

Nevermind all the people along the way of the bus ride. There was absolutely nothing keeping him from just getting off and some stop along the way and never coming back.
This is just indicative of just how bad the system is in Baltimore, not to mention the entire state, and even our country.

My wife watches ID regularly but has not seen this one. Could you direct me to a site where we could view it, please?
I am a (retired) attorney who practiced in Prince George's County, MD and argued cases before Judge Casula. I will research the case and see what I can learn about the specifics.

I have a call in to a colleague - my CrimLaw Guru - to get his take on the case. My reading of the docket entries suggests to me that he was released early from a 20 yr term - 10 suspended - and ordered to drug rehab in Colo. It looks to me like he bolted once, was sent back and bolted again, at which time he committed the rape murder.
Regardless of whether he bolted once or twice, it was inexcusable to release him on his own recognizance to his mother.

Thank you. I see stuff like this, then consider what I have to jump through a million hoops just to go through a DOT number audit just to have the right to cross state lines because of a potential to earn a nickel. That is only 18 days a year. In the same vain, a person dragging a travel trailer behind a pickup truck, like me, has nothing regulating them. NAFTA out of control.
