Seems pretty clear to me. Rubio and Schumer held a meeting where Immigration and Customs Enforcement (ICE) union president Chris Crane was present and tried to ask a question and was rebuffed and eventually removed from the meeting. Rubio allowed it to happen despite the fact that he had met with Crane before after numerous attempts by Crane to meet with him. Rubio knew what Crane's views were and did not want to hear them at an open meeting.

Chris Crane is the head of the ICE Union and has been an outspoken critic of the Obama administration's for tying the hands of ICE officers in enforcing the law.

On June 11, 2010, the National Immigration and Customs Enforcement Council and its constituent local representatives from around the nation, acting on behalf of approximately 7,000 ICE officers and employees from the ICE Office of Enforcement and Removal Operations (ERO), cast a unanimous "Vote of No Confidence" in the Director of Immigration and Customs Enforcement (ICE), John Morton, and the Assistant Director of the ICE Office of Detention Policy and Planning, (ODPP), Phyllis Coven.

While ICE reports internally that more than 90 percent of ICE detainees are first encountered in jails after they are arrested by local police for criminal charges, ICE senior leadership misrepresents this information publicly in order to portray ICE detainees as being non-criminal in nature to support the Administration’s position on amnesty and relaxed security at ICE detention facilities.

The majority of ICE ERO Officers are prohibited from making street arrests or enforcing United States immigration laws outside of the institutional (jail) setting. This has effectively created “amnesty through policy” for anyone illegally in the United States who has not been arrested by another agency for a criminal violation.

The fact that Rubio tacitly allowed Schumer to oust Crane and even to call on him, shows that Rubio wanted to stifle all debate on the Gang of 8 bill. He didn't want any facts that could stand in the way of passing the bill, which was passed by the Senate 68-32 with 14 Reps including Rubio voting for it.

As someone who has worked 36 years for the federal government, it is almost unheard of for a group like the ICE agent union to unanimously issue a vote of no confidence against a sitting federal official, i/e. their boss.

Oddly enough, I understood the story perfectly well.

Rubio snubbed a senior ICE officer and would not let him speak.

Didn’t want to hear the views of someone on the ground, so to speak.
